As discussed in a blog post last week, the Centers for Medicare & Medicaid Services (CMS) released today the first of three tutorials for pharmaceutical, medical device and biotechnology manufacturers and group purchasing organizations (GPOs) related to Phase 2 reporting of payments and other transfers of value provided to physicians and teaching hospitals under the federal Sunshine law.  The first tutorial explains how to prepare data submissions using the data submission resources using the CSV and XML Sample Files and XML Schema Definition (XSD) to format data for upload into the CMS Open Payments system.  Because these data submission resources were recently updated by CMS, CMS also released summaries of the changes made to the data submission and XSD materials.

CMS plans to release two more tutorials shortly on the following topics:

  • How to register in the Open Payments system, explained through step-by-step screenshots.
  • How to formally submit data files in the acceptable file formats to the Open Payments system, and attest to the accuracy of the data.

Phase 2 reporting by manufacturers and GPOs is expected to begin in late May or June and last for at least 30 days.
